This is the final prod build: (?)

1. Run `update_schema.sql` if exists.
2. Add order values to "avails_regions" (us first, then canada, then others)
3. Run `php artisan territoryCombined:update` (see issue #312)

4. Import news from new file (see readme in `import_news`)
5. Import SOCIAL IMPACT news rows from existing db (see github issue #283)
6. import A&R. see README in the import folder.

7. Update env.js to set "session" to "database"
